Senator Gleeson Arcady arrives to meditate after a blowup between Director Weston Rodheimer and Colonel William Brace over who is going to control the Tower's human-hybrid project. 

Arcady is a large man, tall as well as wide, with a polished head and an unlit cigar he carries for no other reason than to place it in his mouth to signal to people that they are dismissed.

Arcady is a mystery to everyone around him, but his power is unquestioned. Things Arcady wishes to happen simply fall into place, giving the appearance he has a hold over the powers-that-be. Garik Shayk senses something shady in the man.
